How can I use targeting to exclude a country?

The Free Shipping Bar app has an option to exclude countries. To exclude a country, click on the input field below Exclude Geo Location and select the country from the menu.  You can also type the country name.

The bar will not be displayed to visitors from any country you have excluded.
